HECI draft

Many of you must be following the HECI Act draft bill which is set to replace UGC and are alarmed by some of its provisions. The Government has given a 10 day period, which ends on July 7th, to invite responses from public. This is a draft that has been circulated rejecting the HECI Bill. If you have similar concerns regarding the bill, please go ahead and use this draft to send a mail. Also, please feel free to edit the draft if you have specific disagreements.
