Transforming Aspirational Districts Programme (TADP)

Launched by Government of India, TADP is an ambitious national effort to transform the backward districts of India in a time-bound manner, improving development outcomes aligned with Sustainable Development Goals 2030. The programme aims to quickly and effectively transform these districts. Health & Nutrition, Education, Agriculture & Water Resources, Financial Inclusion & Skill Development, and Basic Infrastructure comprise the programme’s core areas of focus. Ministry of Home Affairs is the nodal Ministry for coordinating the development intervention in the most challenging 35 Left Wing Extremism (LWE) affected districts in India. Transforming Rural India Foundation (TRIF) is supporting the MHA in the implementation of the programme.

Pogramme Officers

The programme plans to setup small cells with the State Government, to support implementation of the Transforming Aspirational Districts Programme. The State Cells will support concerned districts in implementing the TADP Plan. They will identify cross- cutting issues relating to policy, implementation challenges and sectoral support. The Cells will act as a secretariat for all the convergence efforts among the key departments at the state level, for ensuring successful implementation of the TADP. The Cells will also follow-up on all district level tasks relating to the programme.

The Programme Officers (POs) shall be positioned at the state-level LWRC Cell in the state government (Jharkhand and Chhattisgarh) and support the concerned districts in driving the TADP mandate. In this role you will take guidance from the central cell and work with the District Cell to solve their most difficult TADP related problems.

Roles and Responsibilities

As PO you will support TADP activities in the state, establishing and nurturing strong and credible partnerships with stake-holders resulting in building a multi-stakeholder eco-system. You will work closely with the National Resource Cell in Ministry of Home Affairs. The role entails active collaboration and engagement with TRIF and the Tata Trusts ecosystem. It includes gathering and analyzing

information, formulating and testing hypotheses and strategies, and developing, implementing, and communicating LWE-TADP plans and outcomes. The role will also entail extensively supporting the District Administration in fulfilling their envisaged plan for the district. The role specifically includes:

  • –  Engaging with the State Government for both programmatic enrichment and progress tracking;
  • –  Analyzing progress data of districts through MIS studies and on-the-ground surveys and helping the districts fine-tune strategies;
  • –  Developing a bank of projects incorporating best practices;
  • –  Implementing a digital (online) Dashboard for tracking programme delivery and progress;
  • –  All other tasks/ functions, as necessary for implementation of TADP.

Qualifications

Post Graduate/ Graduate in Management/ Social Sciences, or equivalent streams. 7-10 years of experience in project implementation, partnership building, communications and advocacy. Proficiency in digital communication and presentation. Fluency in English and Hindi.
